CITY OF BUNKER HILL VILLAGE

EMERGENCY MEETING

MARCH 13, 2006 

Mayor Bill Marshall called the emergency meeting of the City Council of the City of Bunker Hill Village to order at 8:10 a.m. in Council Chambers of City Hall located at 11977 Memorial Drive, Houston, Texas.

I.                    CALL TO ORDER

            Councilman Dave Ellis                                            Ron Garrison, Director of Public Works

  

            Absent:

            Councilman Peter Tuters (out of country)

            Councilman Derry Essary

            Councilmember Michelle Belco (out of country)

  

It was noted that a quorum was not present; therefore, this meeting was being held for discussion purposes only in order to notify the councilmembers present of the situation at hand.

II.                  RECEIVE REPORT FROM CITY ADMINISTRATOR REGARDING DISCOVERY OF SEWER PROBLEM AT GREENBAY AND BUNKER HILL ROAD.

City Administrator Ruthie Sager reported that she spoke to Tom Ramsey of Klotz Associates, and they agree with the proposed repair plan. 

Ron Garrison explained that a repair was previously done in 2001 by Bill Nielson.  He noted that the problem is on the north side and that the lateral line is halfway plugged with dirt.  Mr. Garrison further stated that they tried to televise the main, and they found that the lateral has pushed its way into the main.  He proposed that they do the excavation, pull both taps, and repair the pipe.  It was pointed out that the main had been previously lined in the early 90’s.

Upon inquiry from Councilmember Buckley, Ron stated that the cost of the repairs could be more or less than the amount on the proposal, depending on dewatering or pipe bursting.  Mr. Garrison recommended that the work be done as proposed by Insituform.

III.                TO CONSIDER, AND IF DEEMED APPROPRIATE,

A.     FIND AND DECLARE THAT THE CONDITION OF THE SEWER LINE AT GREENBAY AND BUNKER HILL ROAD CONSTITUTES AN EMERGENCY CONDITION THAT, IF NOT ADDRESSED IMMEDIATELY, WILL POSE SUBSTANTIAL RISKS TO PUBLIC HEALTH AND SAFETY;

B.     FIND AND DECLARE THAT THE CONDITION OF THE SEWER LINE AT GREENBAY AND BUNKER HILL ROAD WAS UNFORESEEN;

C.    FIND AND DECLARE THAT THE IMMEDIATE HAZARD TO PUBLIC HEALTH AND SAFETY RESULTING FROM THE SEWER LINE AT GREENBAY AND BUNKER HILL ROAD AUTHORIZES THE AWARDING OF A CONTRACT TO REPAIR SAME WITHOUT NECESSITY OF SUBMITTING SUCH CONTRACT TO COMPETITIVE BIDS.

As a quorum was not present, no action was taken on the above items.

IV.                AUTHORIZE THE MAYOR TO EXECUTE A CONTRACT WITH INSITUFORM TECHNOLOGIES IN AN AMOUNT NOT TO EXCEED $33,575.00 TO CONDUCT THE EMERGENCY SEWER REPAIR.

Mayor Marshall asked that this item be placed on the agenda for the March 21st council meeting; however, he stated that the repairs needed to be done as soon as possible.

V.                  ADJOURNMENT

Mayor Marshall adjourned the meeting at 8:20 a.m.
