MINUTES CITY OF BUNKER HILL VILLAGE SPECIAL MEETING DECEMBER 1, 2006 Mayor Pro Tem Essary called the special meeting of the City Council of the City of Bunker Hill Village to order at 8:00 a.m. in Council Chambers of City Hall located at 11977 Memorial Drive, Houston, Texas. I. CALL TO ORDER Present: Also in attendance: Mayor Pro Tem Derry Essary Ruthie P. Sager, City Administrator Councilman Peter Tuters Steve Smith, Director of Public Works Councilmember Susan Schwartz Yolanda C. Benitez, City Secretary Councilman Dave Ellis Councilmember Michelle Belco Absent: Mayor Bill Marshall II. DISCUSSION AND POSSIBLE ACTION REGARDING AWARD OF BID NO. 11-06-06 FOR THE BUNKER HILL ROAD SIDEWALK AND DRAINAGE PROJECT IN THE AMOUNT OF $4,368,966.60. Gary Struzick presented the following information regarding this item: there were a total of 8 errors on the bids; however, none of them were in Calco’s bid. Mr. Struzick introduced Henry Happel, Construction Supervisor and Lorn Frazier, President of Calco. Mr. Struzick recommended the use of RCP pipe along Bunker Hill Road and HDPE on the side streets. Henry Happel spoke regarding the bidding problems with the initial bid. He also noted that the size of the equipment will be the same because of the size of the manholes. Mr. Happel stated that the only difference is the type of pipe, and noted that the discounts on RCP pipe was 37% the first time and 47% the second time. He pointed out that 95% of the work that they do is in cities like the City of Bunker Hill Village, and emphasized that there are no problems anticipated at this point. Mr. Frazier noted that he has 47 years experience in this field and stated that we will not have a problem with concrete pipe as he has only experienced 3 failures in 47 years and each of those occurred in tunnels. Motion was made by Councilman Ellis and seconded by Councilman Tuters to award the Bid to Calco Contracting, Inc. in the amount of $4,368,966.60, using RCP on side streets and HDPE on Bunker Hill Road. Motion carried 5 to 0. III. DISCUSSION AND POSSIBLE ACTION REGARDING A REQUEST FROM RESIDENTS ON SURREY LANE TO REPLACE TREE IN CITY RIGHT-OF-WAY. Councilman Tuters reported that he and Chief Calagna viewed the area in question and noted that the Chief does not want the tree replanted. City Administrator Sager stated that the residents have since withdrawn their request. No action was taken at this time. IV. DISCUSSION AND POSSIBLE ACTION REGARDING AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF HOUSTON AND THE CITY OF BUNKER HILL VILLAGE FOR THE SANDALWOOD AREA WATER LINE REPLACEMENT PROJECT. Steve Smith reported that he met with City of Houston representatives earlier this week and noted that the original City of Houston water line project has been scaled back from what was originally presented. The City of Bunker Hill Village will be required to convert to approximately 15 million gallons per month of surface water and the City of Houston water line project can be incorporated into our plans to meet this Harris-Galveston Subsidence District requirement. Schansa Roberts, from the City of Houston, confirmed that the project will not run by the Bunker Hill Village well on Memorial Drive, as shown on the proposed project drawings. John Davis, of Langford Engineering, reported that there will be an 8” distribution line and noted that it is better to have two sources of surface water. He also pointed out that it will cost approximately $150,000-$200,000 to participate with the City of Houston, which he recommended we do. After a brief discussion, motion was made by Councilmember Belco and seconded by Councilmember Schwartz to approve the Interlocal Agreement, with the following conditions: 1) The portion of the City of Houston water line on Valley Star Drive be upgraded to a 12-inch line, 2) That we amend the agreement with the City of Houston. Motion carried 5 to 0. V. DISCUSSION AND POSSIBLE ACTION REGARDING MONETARY PARTICIPATION WITH THE CITIES OF PINEY POINT VILLAGE AND HUNTERS CREEK VILLAGE IN THE ANNUAL CAROL TREE CELEBRATION. Jen Rabbit, chair of the Carol Tree celebration for the City of Piney Point, presented the following information with regard to the event: there will be 20,000 lbs. of snow brought in, the Madrigal singers will perform, Santa Clause will be there to visit with the children, and there will be participation from the area schools and churches. Ms. Rabbit also noted that the approximate cost of the event is $600-$700, plus an additional $2,000 for the snow. She reminded everyone that the event will take place on Sunday, December 17th from 3:00 p.m. to 5:00 p.m. Ms. Rabbit requested that the council approve the request in the amount of $750.00. Motion was made by Councilmember Schwartz and seconded by Councilman Tuters to participate in the Carol Tree Celebration in the amount of $750.00. Motion carried 5 to 0. VI. ADJOURNMENTMotion was made by Councilman Tuters and seconded by Councilman Ellis to adjourn the meeting. Motion carried 5 to 0 and the meeting was adjourned at 8:48 a.m. Approved and accepted on January 16, 2007.
