MINUTES OF THE PLANNING & ZONING COMMISSION

THURSDAY, DECEMBER 7, 2006

8:00 A.M.

 

 

I.                    CALL TO ORDER, ROLL CALL.

 

Chairman Bill Purifoy called the City of Bunker Hill Village Planning and Zoning Commission Meeting to order at 8:05 a.m. on Thursday, December 7, 2006, in the City Hall Council Chambers located at 11977 Memorial Drive.

  

Members Present: Bill Purifoy, Paul Addington, Bob Croyle, Jacki Lammert, and Jay Smyre.

 

Absent: Gary Orr and Robert Stevenson

 

Others Present: City Administrator Ruthie Sager, City Secretary Yolanda Benitez, and Director of Public Works Steve Smith.

 

II.                  APPROVAL OF MINUTES OF THE FOLLOWING MEETINGS:

 

A.     OCTOBER 11, 2006

 

Motion was made by Jay Smyre and seconded by Jacki Lammert to approve the minutes for October 11, 2006.

Motion carried 5 to 0.

 

III.             DISCUSSION AND POSSIBLE ACTION REGARDING REQUEST FOR PRELIMINARY AND FINAL APPROVAL OF A PLAT OF ONE TRACT OF LAND, AS RECORDED IN THE HARRIS COUNTY DEED RECORDS, TO CREATE SIX (6) LOTS ON RAYDON LANE, SPECIFICALLY IN THE PROPOSED RAYDON ESTATES SUBDIVISION, A SUBDIVISION OF 3.2670 ACRES SITUATED IN THE JOHN D. TAYLOR SURVEY (A-72) HARRIS COUNTY, TEXAS.

the following persons spoke with regard to the above item:

 

Mike Caufield – 335 Knipp Forest.  Mr. Caufield stated that he does not object to the project, but has a couple of concerns, which were outlined in a letter he presented to the Planning & Zoning Commission.  Specifically, he stated that the concerns are with regard to drainage problems and tree replacement.  He also noted that the previous owners of lot 5 had standing water problems and provided a history of how this problem occurred. 

 

Mr. Caufield further noted that the church had new drains installed but they are now partially clogged.  He requested that the contractors preserve the character of Bunker Hill and follow the tree replacement ordinances.  Mr. Caufield emphasized that the development will be a nice upgrade, which will be to the benefit of the City of Bunker Hill Village.

 

Tracy Munden explained that he obtained a bid for the church to have the drainage cleaned out in the amount of $700 and noted that the church is considering this; however, they have several issues going on at this time.

 

Mr. Munden stated that all construction will be done in accordance with the Bunker Hill Village ordinances.

Steve Smith explained the permitting process, which includes submittal of a complete drainage plan and noted that an underground drainage system is required for all new homes.

 

Rich Driscoll – 11903 Steppingstone.  Mr. Driscoll stated that the water issue is his main concern, but his concerns have been addressed and he has no objections to the proposed development.

 

Jay Smyre asked about the revised drainage plan, which Steve Smith explained and noted that this is a separate issue from the proposed development.

 

City Administrator Ruthie Sager pointed out that the same engineer prepared the drainage plan for this project, as well as the master drainage plan for the City of Bunker Hill Village.

 

Chairman Bill Purifoy asked Steve Smith if all of the conditions had been met for granting the preliminary approval, to which Mr. Smith replied that they had.

 

motion was made by Bob Croyle and seconded by Jay Smyre to grant preliminary approval.

Motion carried 5 to 0.

 

Chairman Purifoy then asked Steve Smith if all of the conditions had been met for granting final approval of the plat, to which Mr. Smith replied that they had.

 

motion was made by Paul Addington and seconded by Jacki Lammert to grant final approval.

Motion carried 5 to 0.

 

IV.              ADJOURN.

 

Motion was made by Bob Croyle and seconded by Jay Smyre to adjourn the meeting.  Motion carried 5 to 0 and the meeting was adjourned at 8:37 a.m.
