MINUTES CITY OF BUNKER HILL VILLAGE EMERGENCY MEETING - SEPTEMBER 7, 2007 Mayor Pro Tem Essary called the emergency meeting of the City of Bunker Hill Village to order at 1:30 p.m. in the Council Chambers of City Hall, 11977 Memorial Drive, Houston, Texas. Councilmembers present: Others present: David Keith Brown Ruthie Sager, City Administrator Susan Schwartz Kelly Johnson, City Secretary Dave Ellis Steve Smith, Director of Public Works Derry Essary, Mayor Pro Tem John F. Olson, Attorney Jay Smyre Loren Smith, Attorney I. Call to Order. Mayor Pro Tem Essary asked Officer Harold Walpole, Chaplin of the Village Police Department, to give the invocation. II. Adoption of a Proclamation honoring the life and service of William H. (“Bill”) Marshall. * Proclamation Whereas, once in a very rare while, individuals are placed among us who possess extraordinary qualities that set them far above the horizon of normalcy, individuals who are models of civility in their behavior and demeanor, who treat others with compassion, respect and patience, whose judgment in matters of importance is marked by maturity, prudence and wisdom, individuals who rise in the order of leadership not through seizure but at the behest of their peers; and Whereas, the community of Bunker Hill Village has been blessed with the gift of such a person in William H. (“Bill”) Marshall, our beloved Mayor who passed away on the evening of September 6, 2007, following a courageous battle with cancer; and WHEREAS, Mayor Marshall’s service to the citizenry of Bunker Hill Village has been vast and long in tenure, having served as a City Council Member from 1991 until 1999, and thereafter as Mayor until the date of his death; and WHEREAS, prior to serving on the City Council, Mayor Marshall served on various Boards and Commissions, including the Memorial Villages Police Commission; and WHEREAS, Mayor Marshall was instrumental in the initiation and implementation of numerous major municipal improvement projects, including those relating to public safety, storm water drainage, and potable water, and beautification; and Whereas, his efforts to preserve the unique character of the City and the quality of life of its citizenry will be realized for generations to come; and Whereas, the City Council desires to recognize the significance of Mayor Marshall’s public service, and to publicly mourn the tremendous loss of this incredibly kind and generous man; now therefore Be it proclaimed by the city council of the city of bunker hill village, texas: Section 1. The facts and matters set forth in the preamble of this Proclamation are hereby found to be true and correct. Section 2. The City Council of the City of Bunker Hill Village, Texas, hereby declares a “State of Mourning” in the City, in honor of Mayor William H. Marshall, from Friday, September 7, 2007, until dusk, Sunday, September 16, 2007. All flags within the City shall be flown at half-staff through the period of mourning. Section 3. The City Administrator is hereby authorized and directed to cause an executed original of this Proclamation to be delivered to the family of Mayor Marshall. proclaimed this 7th day of September, 2007

Motion was made by Councilman Ellis and seconded by Councilwoman Schwartz to approve the Proclamation honoring William H. Marshall. Motion carried 5-0. III. Approval of an order directing that all flags of the City be flown at half-staff in honor of the late William H. (“Bill”) Marshall, former Mayor of the City. * Motion was made by Councilwoman Schwartz and seconded by Councilman Brown directing that all flags of the City be flown at half-mast in honor of the late William H. (Bill) Marshall. Motion carried 5-0. Iv. Adjourn. * An urgent public necessity exists requiring consideration of the above agenda items due to the untimely and heartbreaking loss of our beloved and revered Mayor, Bill Marshall (05/ 1999 -- 9/6/2007) Approved and accepted on September 18, 2007.
