MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BUNKER HILL VILLAGE, TEXAS JULY 30, 2008 – 4:30 P.M. I. CALL TO ORDER Mayor Essary called the meeting to order at 4:45 p.m. in the Council Chambers of City Hall, 11977 Memorial Drive, Houston, Texas.

II. RECEIVE REPORT FROM JOHN DAVIS, P.E., LANGFORD ENGINEERING, REGARDING STATUS OF REPAIRS TO WATER WELL #2 (BEHIND CITY HALL), AND RECOMMENDATIONS FOR IMMEDIATE REMEDIAL WORK TO AVOID DISRUPTION OF POTABLE WATER SUPPLY AND ADEQUATE WATER PRESSURE FOR FIRE FIGHTING PURPOSES. Mr. Davis reported that after well #2, located behind City Hall, was put back in service, the pump performance was not acceptable. During rehabilitation, the well was scrubbed, holes patched, televised, inspected and jetted. When the well was started back up there was concern about the amount of sand that it was pumping. After flushing the well for several hours and lowering the pumping rate that was no longer a concern. The pump will be pulled, sent back to the manufacturer to determine and correct the problem. Weisinger Well Service will re-install the pump at no additional cost to the city. III. DISCUSSION AND POSSIBLE ACTION REGARDING AUTHORIZATION FOR WEISINGER WATER WELL, INC TO PERFORM WATER QUALITY TESTING ON WELL #2 AT AN ESTIMATED COST OF $39,402.00. Mr. Davis recommended to Council that we should consider sampling the water to determine which sands are producing the highest levels of undesirable water quality. If that can be determined, it may be possible to block those screens. Currently, the city blends water from two wells which allows the city to deliver water quality that meet or exceed EPA standards. A lengthy discussion followed regarding the pros and cons of spending the additional funds to do the testing. Motion was made by Councilwoman Mays and seconded by Councilwoman Schwartz to authorize performing water quality testing on Well #2 in an amount not to exceed $50,000 including the testing lab. Motion carried 3-2 with Councilman Ellis and Councilman Brown voting against the motion. Councilwoman Schwartz, Councilwoman Mays and Councilman Smyre voted in favor of the motion. IV. ADJOURN Motion was made by Councilman Smyre and seconded by Councilwoman Mays to adjourn the meeting at 5:40 p.m. Motion carried 5-0. Approved and accepted on August 19, 2008.
