MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL

OF THE CITY OF BUNKER HILL VILLAGE, TEXAS

DECEMBER 31, 2009 – 5:00 P.M.

 

I.                   CALL TO ORDER

Mayor Essary called the meeting to order at 5:00 p.m. in the Council Chambers of City Hall, 11977 Memorial Drive, Houston, Texas.

II.                DISCUSSION AND POSSIBLE ACTION REGARDING AN ORDINANCE AUTHORIZING AND ALLOWING MODIFICATIONS, UNDER THE ACT GOVERNING THE TEXAS MUNICIPAL RETIREMENT SYSTEM.

The mayor discussed and reviewed the events over the past year in regards to TMRS and what the Village Fire Department and Memorial Villages Police Department changes are for 2010.  He expressed his lack of confidence in TMRS.  He also brought up from last council meeting the discussion in regards to Ruthie Sager’s retirement.  Mayor Essary said he does not want the unattended result in reviewing TMRS to hurt the people in the city that have shown us a tremendous service and does a tremendous job for the public.

After much discussion, the mayor requested a recommendation that we approve Plan A, 2:1 ratio with updated service credits but turning off COLA’s.

Motion was made by Councilwoman Mays and seconded by Councilwoman Schwartz to approve for City of Bunker Hill employees TMRS at a 2:1 ratio with updated service credits and turning off COLA’s, Plan A.  Motion carried 4-0.

III.             DISCUSSION AND POSSIBLE ACTION REGARDING EMERGENCY REPAIRS TO SANITARY SEWER SYSTEM SERVING CAROLANE TRAIL.

Public Works Director Steve Smith said shortly after the repair had been done on the 10” line from Cobblestone to Carolane Trail we had another stoppage.  Mr. Smith said after running camera’s down the line they found that the next joint had totally disintegrated and caved in.  He said he asked CALCO for a proposal to replace the entire line from manhole P18 to P17 and was given a proposal of $22,445.  Mr. Smith said since receiving the proposal we had another stoppage and two more sections on that line have collapsed.  At present Mr. Smith said we have temporary bypass pumps going around the caved in sections pending the outcome of this meeting.  Mr. Smith said to fix the additional collapsed sections could cost as much as $30,000. 

Motion was made by Councilman Ellis and seconded by Councilwoman Mays to authorize  the mayor to approve the necessary expenditures up to $75,000 to fix sanitary sewer problems on Carolane Trail from manhole P14 to P18.  Motion carried 4-0. 

 

IV.             ADJOURN

Motion was made by Councilman Ellis and seconded by Councilman Brown to adjourn the meeting at 5:42 p.m.  Motion carried 4-0.
