CITY OF BUNKER HILL VILLAGE MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BUNKER HILL VILLAGE, TEXAS MAY 24, 2010 – 7:30 A.M.
I. ROLL CALL Mayor Essary called the meeting to order at 7:35 a.m. in the Council Chambers of City Hall, 11977 Memorial Drive, Houston, Texas. Present: Also in Attendance: Mayor Derry D. Essary Ruthie Sager, City Administrator Councilman Keith Brown Kelly Johnson, City Secretary/Director of Finance Councilman Dave Ellis Steve Smith, Dir of Public Works/Building Official Councilwoman Cooky Mays Councilwoman Susan Schwartz Absent: Councilman Jay Smyre II. DISCUSSION AND POSSIBLE ACTION CONCERNING AN INCREASE IN CALCO’S CONTRACT ON CAROLANE TRAIL A. CHANGE IN ROADWAY MATERIALS - $30,455.10 Ms. Cynthia Kelsch, with Klotz Engineering, said that Klotz Engineering supports the additional cost for the road base materials dealing with the roadway silting, widening, and set up of the sub grade prior to the relocation of the gas line. Motion was made by Councilman Ellis and seconded by Councilman Brown to approve the proposed $30,455.10 as a maximum additional to cover the subsurface modification to the Carolane Trail Project. Motion carried 4-0. B. INSTALLATION OF ADDITIONAL FOOTAGE OF SIX INCH WATER LINE - ADD $78,182 AND DEDUCT $31,790 FOR A NET AMOUNT OF $46,392 Mr. Steve Smith, Public Works Director/Building Official, reminded council that the existing water line is under the roadway and a very old asbestos cement type material that is crumpling. Motion was made by Councilwoman Mays and seconded by Councilman Brown to approve the additional amount not to exceed $46,392 for the water line on the Carolane Trail Project. Motion carried 4-0. III. DISCUSSION AND POSSIBLE ACTION REGARDING EMERGENCY REPAIRS TO WATER WELL #1 ON TAYLORCREST Mr. Steve Smith, Public Works Director/Building Official, said they found at water well #1 that most likely the pump bowls are gone. He said they have contacted Lang, who originally drilled the well, and they have given an estimate of $9,500 to pull the well and another $1,400 to televise it and inspect the column. Mr. Smith said in all probability what is wrong and needs to be replaced at a minimum, is the pump bowls, line bearings, oiler tube, line shaft, and bushings at an estimated cost of $100,000. John Davis, with Langford Engineering, said the last time this well had been reworked and the pump replaced was in 1997. He said that water well #1 is the only well that services the water plant on Taylorcrest. Council was reminded with the recent break in the City of Houston water line how important it is to maintain our water wells. Councilman Ellis said at a moment’s notice we could be asked to turn the inner connection off and totally rely on our well water. Councilman Ellis asked if we have an inner connect with Memorial Water Authority. Mr. Davis said we do have an inner connect with Memorial Water Authority at the Taylorcrest water plant that probably has not been activated in more than thirty years. Mr. Davis said we are asking for an emergency declaration because it will cost more than $50,000. Motion was made by Councilman Ellis and seconded by Councilwoman Schwartz to declare the situation with water well #1 an emergency based on our water needs and authorize the mayor to approve up to $100,000 in total for repairs on water well #1. Motion carried 4-0. IV. MAYORS REPORT ON MCGRATH CONSULTING GROUP, ACTIVITIES IN JUNE Mayor Essary said McGrath has thirty two candidates and they are reducing it down to eight candidates. McGrath believes we could have a chief in place late in the third quarter. Mayor Essary said they also are coming into town to continue the discussion of governess of the fire department. They have come up with a very good blue print based on how another major department that ran six villages in Wisconsin governed their departments. The mayor said he is very concerned about the leadership in the fire department. He said we are looking to see if we can bolster that. V. ADJOURN Motion was made by Councilman Brown and seconded by Councilwoman Mays to adjourn the meeting at 8:03 a.m. Motion carried 4-0.
